Victoria Olayinka Co-Founder and Chief Executive Officer
Victoria Olayinka is a seasoned healthcare professional and organizational leader with a strong background in nursing and public health. Originally from Nigeria, Victoria earned her associate degree from Century College and her bachelor’s degree in nursing from Capella University. She is also a licensed Public Health Nurse (PHN) in the state of Minnesota.
Victoria’s career includes service as a registered nurse at several major Twin Cities hospitals, including Hennepin County Medical Center, Regions Hospital, and North Memorial Health Hospital. As Co-Founder and Chief Executive Officer of Metro Social Services, Inc. (MSSI), Victoria leads the organization’s strategic direction, financial management, operational growth, and team development. Under her leadership, MSSI is committed to empowering individuals, children, and families by enhancing their independent living skills and promoting holistic well-being.

Sunday Olayinka Co-Founder and Director
Sunday Olayinka is an accomplished leader in social services, with extensive experience in developing and implementing strategies to support vulnerable populations. He holds a bachelor’s and a master’s degree in education from the University of Minnesota, as well as a master’s degree in Marriage and Family Therapy from Argosy University.
As Co-Founder and Director of Metro Social Services, Inc. (MSSI), Sunday oversees a broad portfolio of programs designed to empower individuals and families to achieve greater stability and self-sufficiency. A dedicated advocate for social justice, he has demonstrated a lifelong commitment to creating opportunities for underserved communities. Known for his collaborative approach, Sunday has built strong partnerships with government agencies, nonprofit organizations, and community leaders, earning recognition for his leadership, innovation, and impact.

Heather Liebswager Licensed Professional Clinical Counselor (LPCC)
Heather Liebswager is a Licensed Professional Clinical Counselor (LPCC) and the owner of Serendipity Therapy, a private practice focused on helping clients reclaim authenticity—specializing in healing from religious abuse, spiritual trauma, and complex developmental trauma.
I hold certifications in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), Achor’s Relational Therapy (formerly AIR Network), Traumatic Stress Studies, and Internal Family Systems (IFS). I am also a Certified Yoga Teacher and integrate somatic and mindfulness-based practices into therapy. I have completed EMDR training and am currently pursuing full EMDRIA certification.
I earned my degree in Counseling Psychology from Bethel University in Minnesota in 2008. In addition to my private practice, I serve as a Clinical Supervisor at Metro Social Services, a BIPOC-centered community organization, and am a MN Board-Approved Supervisor for LPC/LPCC clinical trainees.

Harvey D. Linder Ph.D., LP
Harvey D. Linder, Ph.D., LP currently serves as Clinical Director at Metro Social Services. He is also Board Chair at the Cultural Wellness Center and a Co-Host of the Association of Black Psychologists (ABPsi)’s online broadcast, Creating Zola Mondays. He is a member of ABPsi’s Ethics Committee and a Co-Author of Ethical Standards for Black Psychologists: Revised 2021. Dr. Linder was a Co-founder and Past-President of the Minnesota Chapter of ABPsi and a former Chair of the Minnesota Board of Psychology.
For much of his career, Dr. Linder held the post of Chief Clinical Psychologist and Manager of Hennepin County’s Family and Children’s Mental Health Program. Prior to that, he served as Hennepin’s first Multicultural Affairs Officer, and subsequently as a Program Manager in Developmental Disabilities and then Child Protection.
Following his career at Hennepin, Dr. Linder has served a variety of community-based organizations, including as Clinical Director at African American Family Services, as a Clinical Consultant for Pangea Community Services, and as a Board Member at Touchstone Mental Health. He also authored and managed the website BlackMentalHealthResources.info.

Youa Lor LMFT
Youa Lor is a licensed Marriage and Family Therapist with 20+ year providing mental health services. She specializes in culturally based services and identity work with BI-POC individuals.
Youa also has a history of working closely with Hmong individuals, couples and families. Currently Youa is providing supervision and is the Clinic Manager of MSSI. Youa enjoys traveling and hiking on her free time.

Wanda Vue Clinical Trainee
Wanda Vue is a Clinical Trainee at Metro Social Services and the Executive Director of Bridging Across Mountains, a nonprofit recovery community organization dedicated to providing recovery support services to Hmong and Southeast Asian communities.
As a Licensed Alcohol and Drug Counselor and fluent Hmong speaker, Wanda is passionate about creating recovery spaces that honor culture, language, and lived experience. She is currently pursuing her Master’s in Clinical Psychology at Capella University. Wanda is deeply committed to making mental health and recovery support more accessible, trauma-informed, and culturally meaningful.
